Spending and Taxes


  • Control spending – As Governor, Mark will limit spending across all departments to at least 1% less than the rate of inflation. Mark Neumann is a businessman, not a politician, so he will stand up to the political pressures that politicians face to spend taxpayers' money.
  • Cut taxes – Mark will start by repealing Combined Reporting and Governor Doyle's tax hikes. Mark will then enact tax cuts across-the-board which will total 24% over 8 years.
  • Stop Stimulus and Bailout Funding – Mark Neumann will not use Wisconsin taxpayer money to pick winners and losers in the marketplace or to bailout inefficient or irresponsible companies. Any Federal stimulus money received by Wisconsin will be immediately used to cut Wisconsin taxes and/or reduce Wisconsin debt.

Research Triangle


  • Create 300,000 Jobs by 2020 – Ten Research Parks throughout Wisconsin that each create 30,000 new high paying jobs.
  • Economic Development Teams – One team for each triangle that consists of successful Wisconsin business leaders, representatives from local colleges, venture capitalists, and existing regional development teams.
  • Build on Wisconsin's Higher Education System – A highly educated, motivated and skilled work force will assure businesses bid up salaries and benefits assuring progressively higher salaries and a stronger, more prosperous overall economy for all of Wisconsin's workers.
  • Cut Taxes – Businesses will be offered a tax incentive to create new jobs in an amount to be determined based on the taxes to be paid over a 5–10 year period by the new employees and/or infrastructure and buildings built for the new businesses.
  • Dramatically Improve the Business Climate – Completely overhaul the rules and regulations relating to businesses, including the permitting process.

Jobs


  • Control Government Spending to Cut Taxes by 24% over 8 Years – As Wisconsin tax rates fall, Wisconsin will once again be able to attract high quality employers and good paying jobs.
  • Research Triangles – Connect the intellectual knowledge available at our colleges and universities in Wisconsin with the business leaders in order to create a synergism that encourages our local businesses to grow and expand and that non-Wisconsin businesses will recognize as a significant reason to come to Wisconsin. Mark Neumann's goal is to create at least 300,000 new, high paying jobs by 2020 by creating 30,000 jobs at each of the ten Wisconsin Research Parks.
  • Create the Best Educated Workforce in the World – The jobs of tomorrow have already arrived and many of Wisconsin's children are being poorly prepared. An excellent education system will attract businesses with good jobs.
  • Remove Burdensome Regulations – Mark's plan to reduce costly regulations will make Wisconsin more competitive and allow companies to lower their costs. This will increase their ability to create jobs and lower prices for consumers.
  • Restore Trust in our State Government – Mark Neumann supports term limits and posting all legislation online five days before it is voted on, among other reforms. Transparency is a necessity. Trust in our Government must be restored in order to move forward.

Education


  • Vision – Wisconsin will have the best educated children in the world. Mark Neumann will transform the Wisconsin public education system through fundamental reforms and more local control.
  • Measuring Success – Students will be measured using standardized exams. Successful teachers, administrators, schools and parents should be encouraged in their efforts and excellence should be rewarded. Schools will be measured on an A–F scale.
  • Local Control – Local school boards, teachers, school administrators, and parents know best how to achieve the desired outcome of having the best educated children in the world. Allow local leadership to hire the best educators in the world by eliminating state-mandated teacher and administrator certification.
  • Expand School Choice – Any qualified form of education is encouraged to exist provided the outcomes meet or exceed the desired growth rates and the costs are 10% less than public schools. The reimbursement rate will increase to match public schools where the public school is rated as a D or F for two consecutive years. State dollars in education will follow the child.

Energy and Environment


  • Reduce Government Regulations, Mandates, and Rules – Mark Neumann opposes further regulations and mandates such as Cap and Trade and Governor Doyle's 25 by 25 plan. As Governor, Mark will reduce existing government incentives in accordance with the reduction in costs, and eventually eliminate all government incentives in order to allow the free market to work.
  • Free Market Capitalism – An unburdened marketplace provides its own incentives to reduce carbon emissions and energy use by utilizing efficient technology and production processes. By reducing energy use, companies can save money. The savings can then be used for jobs, expansion, and other things that benefit the company, its workers, and consumers.

Health Care


  • ObamaCare Lawsuit – Mark will authorize the Attorney General to join the lawsuits of other States in challenging the constitutionality of federal healthcare mandates.
  • ObamaCare Waiver – Mark supports an amendment to the Wisconsin Constitution to explicitly reserve the right of individuals to make their own healthcare decisions.
  • Reduce Costs – Mark will reduce the cost of healthcare by supporting Tort Reform and market driven solutions like HSAs (Health Savings Accounts) and interstate Healthcare options.
  • Expand Healthcare – Mark will expand healthcare insurance coverage by creating a job-friendly Wisconsin, offering tax breaks to businesses and individuals who purchase healthcare, and making Wisconsin employee's healthcare options available for anyone to purchase at cost.

Transportation


  • Milwaukee to Madison Train – Mark Neumann will immediately stop this project in its tracks. Mark is opposed to unfunded liabilities when it comes to state funds and taxpayer dollars, and will fight against adding more debt to our children and grandchildren's future.
  • Fiscal Responsibility – Mark Neumann will reject the practice of raiding the transportation fund to pay for other projects. Mark will make appropriate funding levels available to maintain or expand our infrastructure and meet the needs of companies and individuals in our state.
  • Transparency – All major transportation decisions will be made in full public view to ensure citizens are adequately notified. There will be an open bid process used and all hearings regarding the decision process for the allocation of transportation dollars will be open to the public.

2nd Amendment


  • 2nd Amendment – Mark supports the 2nd Amendment to the Constitution of the US, which guarantees the right of Americans to bear arms.
  • Concealed Carry – As Governor, Mark will sign shall-issue concealed carry legislation into law.
  • Hunting – The Neumann family has been hunting in Wisconsin for Generations. Mark is a member of the NRA and received an 'A+' rating in the 1990s when running for office.

10th Amendment


  • States' Rights – Mark Neumann will protect the citizens of Wisconsin. Within the bounds of the power vested in him as Governor, Mark will push back if the federal government should extend its power beyond the authority provided by the Constitution.
  • Endorsed by the RLC – From their Statement of Principles, "The Republican Liberty Caucus supports individual rights, limited government and free enterprise... The Constitution properly limits the federal government to specific enumerated powers. The Tenth Amendment properly reserves all other powers to the states or to the people."

  • Pro-Life – Mark believes that life begins at conception.
  • Mark's Record – Mark voted to ban partial-birth abortion while in Congress and also voted to override President Clinton's veto.

  • Illegal Immigration – Mark opposes amnesty. He also opposes in-state college tuition and drivers licenses for undocumented and therefore illegal immigrants.
  • 10th Amendment – Mark supports the right of states, under the 10th Amendment, to protect their citizens when the federal government fails to do so.

Government Accountability


  • Term Limits – Mark will limit himself to two terms in office, and supports twelve year term limits for State Assembly, State Senate, and Governor.
  • Five Day Rule – As Governor, Mark will call on the legislature to amend its rules to require the text of any major legislation be made available online for at least five days prior to voting.
  • Popular Referendum Reform – Mark supports popular referendum for statewide ballots, as long as they are proportional in each county of the state.
